Our History
This new company became the first subsidiary of the Kilohana Corporation. By then RMTC had grown to include Planning, Environmental Engineering, and Construction Management disciplines as well to become one of Hawaii's first consultancies to offer such a comprehensive and vertically integrated suite of services. RMTC went on to deliver such exciting and award-winning projects as the Honoulu International Airport Reef Runway, Sand Island Wastewater Treatment Plant, the Hawaii Ocean Science and Technology Park, West Loch Estates and Fairways, Ewa Villages Revitalization, Palau Compact Road, and many others.
Today, the diversity of our staff of licensed professional engineers, planners, environmental scientists, surveyors, certified construction managers, and large technical pool provide RMTC with the flexibility to assign qualified personnel to projects of all sizes and degrees of complexity.

To provide innovative and sustainable solutions to meet the unique challenges of our island communities.
In 1930, Roswell M. Towill opened his engineering and surveying practice in the Territory of Hawaii. It was a time of great advances in the major industries that would shape Hawaii’s future – air transportation, communication, agriculture, and defense.
Since its inception, RMTC has completed over 20,000 projects in Hawaii and throughout the Pacific Basin.
Our licensed engineers are experts in civil, water and wastewater engineering and have decades of experience in their respective fields.
With an emphasis on sustainable design, we strive to design projects that are not only functional but also respect the environments where they are built.
RMTC is a 100% employee-owned company with a staff of 120 Hawaii residents who are committed both professionally and personally to the community in which they work and live.
Leadership
RMTC is led by a senior management staff with an average of 35 years of professional experience. These discipline leaders have extensive technical backgrounds, as well as many years of experience in project management and contract administration. They serve as industry experts and mentors to staff internally as well as external to the firm in various professional and community organizations. With their many years of service in Hawaii and the Pacific, they are often able to assist clients and projects by fostering productive agency consultation and agreements by leveraging their understanding of government priorities, protocol, and requirements. They are well-respected members of Hawaii’s engineering community and highly knowledgeable about the unique issues affecting our island state.
