Kaumualii Highway Widening, Lihue Mill Bridge to Rice Street

As lead designer for this Design-Build effort, RMTC was responsible for coordinating preparation of construction documents for the design of approximately 2800 linear feet of widening improvements along Kaumualii Highway from Uahi Road to the Rice Street intersection.  The improvements included widening the highway from a two-lane undivided highway to a four-lane divided highway; a new bridge structure spanning 315 feet; rehabilitation and widening of the existing Lihue Mill Bridge; realignment of Hoomana Road; new Portland cement and asphalt concrete pavements; concrete curb and gutter; concrete sidewalks; traffic signs; lighting; guard rails; pavement markings; signs; and landscaping. The project also required environmental permits including Stream Alteration Permit Water Quality Certification (Section 401), Army Corps of Engineers Permit (Section 404), Coastal Zone Management Federal Determination, and NPDES Permits.
